ICV certification is the independent technical review of a supplier’s ICV submission by an authorised MoIAT ICV Certifying Body. The review uses audited financial statements and supporting documents to verify the information reported and determine the certified ICV score. Whether certification is required depends on the relevant participating entity or tender; for federal government tenders, MoIAT states that certification is optional, but a supplier without a certificate receives an ICV score of zero.

Suppliers may need an ICV certificate where a participating entity or specific tender requires it, or may benefit from certification where ICV is used as an evaluation factor. For federal government tenders, MoIAT states that ICV certification is optional, but a supplier that does not provide a certificate receives an ICV score of zero. National ICV certificates are issued by ICV Certifying Bodies authorised by the Ministry of Industry and Advanced Technology (MoIAT). The certification review is based on the supplier’s ICV template, audited financial statements and supporting information. The financial statements are generally required to be audited by an independent UAE licensed auditor in accordance with the applicable ICV guidelines, subject to the rules for newly established suppliers.

An ICV certificate is valid for 14 months from the date of issuance of the audited financial statements used for the certification. A supplier may obtain recertification during that period using the same audited financial statements, but the original 14-month validity period does not restart. Businesses that need a valid certificate for future tenders or participating entities should arrange recertification before the relevant certificate is no longer valid.
